केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान ने उत्तराखंड की उच्च शिक्षा में राष्ट्रीय शिक्षा नीति-2020 की विधिवत शुरूआत की। उन्होंने कहा कि शिक्षा नीति मानवीय जीवन के सभी पहलुओं को ध्यान में रखकर बनाई गई है। इसमें शिक्षा के साथ ही बच्चों के कौशल, व्यक्तित्व, भाषाई विकास एवं नैतिक मूल्यों पर विशेष ध्यान दिया गया है।
मुख्यमंत्री आवास स्थित मुख्य सेवक सदन में आयोजित कार्यक्रम में केंद्रीय शिक्षा मंत्री ने कहा कि बालवाटिका से प्रारंभिक शिक्षा में उत्तराखंड देश में सबसे पहले राष्ट्रीय शिक्षा नीति 2020 को लागू कर चुका है। अब प्रयास करने होंगे कि आने वाले समय में शत प्रतिशत बच्चे बालवाटिकाओं में प्रवेश करें। उन्होंने कहा कि राष्ट्रीय शिक्षा नीति के तहत बच्चों को 3 साल से फार्मल एजुकेशन से जोड़ा जा रहा है। इसके तहत बालवाटिकाएं शुरू की गई हैं, इनमें 3 साल सीखने के बाद बच्चा पहली कक्षा में प्रवेश करेगा, तब उसकी उम्र 6 साल होगी। कहा कि नवजात से 21-22 साल की उम्र तक बेहतर एवं गुणात्मक शिक्षा के लिए उत्तराखंड में 40 लाख बच्चों का लक्ष्य लेकर आगे बढ़ना होगा। उन्होंने कहा कि प्रदेश के नौजवानों को विश्व की आवश्यकता के लिए तैयार कराने की उत्तराखंड के पास ताकत है।
वहीं, मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि प्रधानमंत्री नरेन्द्र मोदी के नेतृत्व व मार्गदर्शन में तैयार की गई नई शिक्षा नीति 21वीं सदी के नवीन, आधुनिक, सशक्त और आत्मनिर्भर भारत के निर्माण के नए आयाम खोलने वाली नीति है। यदि हम एक समृद्ध भविष्य चाहते हैं तो हमें अपने वर्तमान को सशक्त बनाना होगा, ठीक इसी तरह से यदि हम अपनी आने वाली पीढ़ी को और भी अधिक प्रतिभाशाली बनाना चाहते हैं तो हमें उसके बचपन और उसकी शिक्षा पर आज से कार्य करना होगा।
पूर्व में विदेशी आक्रांताओं और शासकों ने हमारी शिक्षा व्यवस्था पर ही सबसे अधिक चोट की। जिसके बाद से पढ़ाई का अर्थ और लक्ष्य केवल और केवल नौकरी पाने तक सीमित होकर रह गया। कार्यक्रम में शिक्षा मंत्री डॉ.धन सिंह रावत, विधायक उमेश शर्मा काऊ, विनोद चमोली, विनोद कंडारी, मेयर सुनील उनियाल गामा, सचिव शैलेश बगोली, विभिन्न विश्वविद्यालयों के कुलपति, शिक्षा एवं उच्च शिक्षा विभाग के अधिकारी उपस्थित रहे।

केंद्रीय मंत्री ने कहा कि उत्तराखंड में नई शिक्षा नीति के सफल क्रियान्वयन एवं शिक्षा व्यवस्था को और बेहतर बनाने के लिए निपुण भारत मिशन के तहत बच्चों को पढ़ने-लिखने, बोलने, व्याख्या करने एवं संख्यात्मकता ज्ञान बढ़ाने के लिए, डायट को भी इस ओर ध्यान देना होगा। शिक्षकों को इसके लिए बेहतर प्रशिक्षण देना होगा। बच्चों की प्रारंभिक बाल्यावस्था देखभाल और शिक्षा का पाठ्यक्रम को रोचक बनाया जाए। टेक्नोलॉजी के माध्यम से ईसीसीई के पाठ्यक्रम को कैसे और रोचक बनाया जा सकता है, इस पर विशेष ध्यान दिया जाए। उत्तराखंड के लिए जो पाठ्यक्रम बनाया जा रहा है, इसमें एससीईआरटी के साथ ही एनसीईआरटी की मदद भी ली जा सकती है।
मंत्री ने कहा कि राज्य के पास प्रतिभाओं की कमी नहीं है, इन प्रतिभाओं को आगे लाने की जरूरत है। राज्य में कौशल विकास से संबंधित जो भी विभाग और संस्थान प्रशिक्षण करवा रहे हैं, उन्हें सिंगल विंडो सिस्टम पर लाए जाने की आवश्यकता है। मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि उत्तराखंड को उत्कृष्ट राज्य बनाने के लिए राज्य सरकार प्रयासरत है। सभी विभागों को अगले साल साल और आने वाले 10 सालों का रोडमैप बनाने के साथ ही बेस्ट प्रैक्टिस के रूप में अपनी परफार्मेंस देने के निर्देश दिए गए हैं। उच्च शिक्षा मंत्री डा.धन सिंह रावत ने बताया कि एनईपी-2020 के तहत उच्च शिक्षण संस्थानों में वर्तमान शैक्षणिक सत्र से प्रवेश शुरू कर दिए गए हैं। बैठक में सचिव उच्च शिक्षा शैलेश बगोली, सचिव शिक्षा रविनाथ रमन, सचिव कौशल विकास विजय कुमार यादव, महानिदेशक शिक्षा बंशीधर तिवारी एवं शासन व संबधित विभागों के अधिकारी उपस्थित रहे।
