प्रदेश में पहली बार स्ट्रीट चिल्ड्रन (बेसहारा) पुनर्वास नीति लागू होने जा रही है। सरकार की ओर से इसका प्रस्ताव तैयार कर लिया गया है। जिसे राज्य स्थापना दिवस नौ नवंबर से लागू करने की तैयारी है। प्रदेश में अनाथ और सड़कों पर बेसहारा घूम रहे बच्चों को शिक्षा की मुख्यधारा से जोड़ने के लिए पुनर्वास नीति का प्रस्ताव तैयार किया गया।
महिला सशक्तिकरण एवं बाल विकास ने इस नीति का ड्राफ्ट बनाया है। नीति को अंतिम रूप देने के लिए सभी जिलों के जिलाधिकारियों एवं संबंधित अधिकारियों से सुझाव मांगे गए थे। विभागीय अधिकारियों का कहना है कि सड़कों पर रहने वाले तीन तरह के बच्चे हैं।
एक वह बच्चे हैं जो अकेले रहते हैं।
दूसरे अपने माता पिता के साथ रहते हैं।
तीसरे वह बच्चे हैं जो दिनभर सड़क पर रहते हैं और दिन ढलते ही मलिन बस्तियों में चले जाते हैं।
इस तरह के बच्चे न स्कूल में हैं न परिवार में। खासतौर पर देहरादून, हरिद्वार, ऊधमसिंह नगर और नैनीताल जिले में इस तरह के बच्चे हैं। इन बच्चों के लिए नीति में आश्रय गृह बनाने की व्यवस्था की जा रही है।
अधिकारियों का कहना है कि फिलहाल देहरादून, हरिद्वार व हल्द्वानी में आश्रय गृह चल रहे हैं। जिन्हें आवश्यकता के हिसाब से बढ़ाया जाएगा। नीति को लेकर कुछ जिलाधिकारियों का यह भी प्रस्ताव है कि दिन में इन बच्चों को आश्रय गृह में रखा जाए, जबकि शाम को वह अपने परिवार के साथ चले जाएं।
