मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि राज्य में गांवों से पलायन की रोकथाम के लिए वैज्ञानिक तरीके से व्यापक कार्ययोजना बनाई जाए।
पर्वतीय क्षेत्रों के निवासियों की आजीविका में तेजी से वृद्धि के लिए भी व्यापक स्तर पर कार्ययोजना बनाने की जरूरत है। उन्होंने कहा कि जो लोग रिवर्स पलायन कर राज्य के पर्वतीय क्षेत्रों में स्वरोजगार के साथ ही अन्य व्यक्तियों को भी स्वरोजगार से जोड़ रहे हैं, उन्हें प्रोत्साहित किया जाए।
शुक्रवार को सचिवालय में ग्राम्य विकास एवं पलायन निवारण आयोग की बैठक की अध्यक्षता करते हुए मुख्यमंत्री ने कहा कि सरकार द्वारा पर्वतीय क्षेत्रों में लघु एवं मध्यम उद्योगों को बढ़ावा दिया जा रहा है।

पर्वतीय क्षेत्र में स्थानीय निवासियों की आजीविका वृद्धि के साथ ही शिक्षा एवं स्वास्थ्य सुविधाओं को बढ़ाने के लिए निरंतर प्रयास किए जा रहे हैं। उद्योग, पर्यटन, कृषि, बागवानी को प्रोत्साहन दिया जा रहा है। उन्होंने कहा कि ग्रामीण क्षेत्रों से पलायन को रोकने के लिए गांवों पर केंद्रित योजनाओं पर विशेष ध्यान दिए जाने की आवश्यकता है।
ग्राम्य विकास एवं पलायन निवारण आयोग के उपाध्यक्ष डा एसएस नेगी ने कहा कि आयोग अब तक 19 रिपोर्ट सरकार को सौंप चुका है। ऊधमसिंह नगर जिले की रिपोर्ट भी जल्द सौंपी जाएगी। उन्होंने कहा कि अब रुझान रिवर्स पलायन की दिशा में बढ़ रहा है। आयोग के सदस्य दिनेश रावत ने कहा कि कृषि एवं बागवानी को बढ़ावा देने के मद्देनजर वन्यजीवों से फसलों की सुरक्षा के लिए सुरक्षात्मक कदम उठाने की जरूरत है। मुख्यमंत्री सौर स्वरोजगार योजना को राज्य में और बढ़ावा देना होगा।

सदस्य सुरेश सुयाल ने गांवों में किसान उत्पादक संगठनों (एफपीओ) को प्रोत्साहन देने, पर्वतीय क्षेत्रों में युवाओं एवं महिलाओं को अधिक से अधिक स्वरोजगार से जोडऩे के सुझाव दिए। सदस्य राम प्रकाश पैन्यूली ने कहा कि चारधाम यात्रा मार्ग पर स्थित प्राचीन मंदिरों को भी यात्रा से जोड़ा जाए। इससे धार्मिक पर्यटन को बढ़ावा मिलेगा और स्थानीय व्यक्तियों की आजीविका भी बढ़ेगी। स्वरोजगार को बढ़ावा देने के लिए हर जिले में नोडल अधिकारी की तैनाती होनी चाहिए।
रंजना रावत ने कहा कि पहाड़ में एमएसएमई को अधिक प्रोत्साहन देने और अनिल शाही ने गांवों को केंद्र मानकर विकास योजनाएं आगे बढ़ाने के साथ ही सीमांत क्षेत्रों में पर्यटन को बढ़ावा देने के लिए सीमांत दर्शन योजना शुरू करने पर जोर दिया। इस अवसर पर अपर मुख्य सचिव राधा रतूड़ी, सचिव डा बीवीआरसी पुरुषोत्तम, अपर सचिव नीतिका खंडेलवाल भी उपस्थित रहे।
