जोशीमठ शहर में भूधंसाव की जद में 500 से ज्यादा भवनों में दरारें आ गई हैं। अब इस मसले पर सरकार गंभीरता से कदम आगे बढ़ा रही है।
इस कड़ी में मुख्यमंत्री पुष्कर सिंह धामी ने शुक्रवार को उच्च स्तरीय बैठक बुलाई है। इसमें मुख्य सचिव डा एसएस संधु व दोनों अपर मुख्य सचिव समेत वरिष्ठ अधिकारी उपस्थित रहेंगी। मुख्यमंत्री शनिवार को जोशीमठ जाकर स्थिति का जायजा भी लेंगे।
जोशीमठ में लगातार हो रहे भूधंसाव के मामले पर मुख्यमंत्री पुष्कर सिंह धामी पैनी नजर रखे हुए हैं। वह चार दिन पूर्व जोशीमठ की स्थिति को लेकर समीक्षा बैठक भी कर चुके हैं। उन्होंने प्रभावित परिवारों के पुनर्वास के निर्देश दिए थे। मुख्यमंत्री के निर्देश पर क्षेत्र का दोबारा अध्ययन करने के सचिव आपदा प्रबंधन डा रंजीत कुमार सिन्हा के नेतृत्व में विशेषज्ञों की टीम जोशीमठ पहुंच चुकी है।
भूधंसाव से पर्यटक भी भयभीत: जोशीमठ से औली की आवाजाही के लिए औली-जोशीमठ रोपवे प्रमुख साधन है। भूधंसाव के चलते इस रोपवे को अग्रिम आदेशों तक बंद कर दिया गया है, जिससे पर्यटक खासे परेशान हैं।
4.15 किमी लंबे इस रोपवे के पिलर एक से तीन तक आसपास की जमीन भूधंसाव के दायरे में है। इससे रोपवे पर खतरा मंडरा रहा है। रोपवे प्रबधंक दिनेश भट्ट का कहना है कि सुरक्षा की दृष्टि से प्रशासन के आदेश पर रोपवे का संचालन बंद किया गया है।
रोपवे से औली गए अग्रिम बुकिंग वाले 45 पर्यटकों को रोपवे बंद होने के कारण पर्यटन विभाग वाहनों से जोशीमठ लाया। फरवरी तक रोपवे की अग्रिम बुकिंग थी। शीतकाल में हिमक्रीड़ा स्थल औली में ट्रेकिंग और स्कीइंग का लुत्फ उठाने के लिए देश-विदेश से पर्यटक आते हैं। लेकिन, जोशीमठ के भूधंसाव ने पर्यटकों को भी भयभीत कर दिया है।
इससे भी पर्यटकों की संख्या लगातार कम हो रही है। इन दिनों प्रतिदिन दो हजार से अधिक पर्यटक व तीर्थयात्री जोशीमठ और औली पहुंच रहे हैं। हालांकि, पर्यटक जोशीमठ में हो रहे भूधंसाव से भयभीत होकर वहां रुकने से डर रहे हैं। औली में भूधंसाव का कोई खतरा नहीं है, लेकिन वहां पर ठहरने के लिए सीमित संसाधन हैं।
कर्णप्रयाग में मंडी परिषद से आइटीआइ तक बढ़ा भूस्खलन का दायरा: चारधाम यात्रा के मुख्य पड़ाव कर्णप्रयाग में बदरीनाथ यात्रा मार्ग से लगे भवनों में भूधसाव से मकानों में दरारें बढ़ती जा रही हैं, जिससे यहां बसे लोग भय के साए में रातें गुजार रहे हैं।
हालांकि प्रशासन की ओर से भूस्खलन वाले क्षेत्रों पर नजर रखी जा रही है। गुरुवार को चमोली भ्रमण पर आए सिंचाई विभाग के चीफ इंजीनियर सीएस पांडे ने बहुगुणा नगर एवं मंडी परिसर का स्थलीय निरीक्षण कर स्थानीय निवासियों को सुरक्षा के इंतजाम जल्द शुरू करने का भरोसा दिलाया।
बीते दो साल के दौरान मंडी परिषद से लगी भूमि के ऊपरी हिस्से में बसे बहुगुणा नगर के 30 से अधिक भवन भूधंसाव की जद में आने के बाद 12 परिवार किराए के मकानों में शिफ्ट हो गए हैं।
वहीं भूस्खलन का दायरा मंडी परिषद से आइटीआइ तक बढ़ गया है। निरीक्षण को पहुंचे सिंचाई विभाग के चीफ इंजीनियर सीएस पांडे से प्रभावितों ने सुरक्षा की गुहार लगाई है।
सिंचाई विभाग के सहायक अभियंता मोहन सिंह बुटोला ने बताया कि बहुगुणा नगर का सर्वे आइआइटी के भूगर्भीय वैज्ञानिकों की टीम ने किया है, जबकि दूसरे चरण में वैज्ञानिकों की टीम की ओर से मंडी परिषद, आइटीआइ सहित नगर के अन्यत्र भूस्खलित क्षेत्रों का सर्वे किया जाना है। इसके बाद बाद सिंचाई विभाग की ओर से सुरक्षा के उपाय शुरू किए जाएंगे।
